The carpet in our spare bedroom was in an awful state. It is thinner than tracing paper, does not meet the edge of the room and has holes ragged in it where the landlord ran an aerial cable. When we were decorating, we lift the carpet up so that it did not get splashed with paint, and we found that the rubber backing had rotted and turned to powder. We were a little unwell for a couple of days afterwards. We had intended to replace it with laminate anyway, and as the room is going to be for our as yet unborn baby, we're determined not to put it back down.
Unfortunately, our landlord it seems is allergic to nice houses and has said that we cannot put down the laminate. She is refusing to give a reason why.
So, 2 questions:
1) does anyone know if the powder we found under the carpet is safe or not?
2) does anyone know if the landlord is allowed to prevent us putting the flooring down unreasonably? We said we were quite happy to put the carpet back down before we move out, but the landlord has flat out refused to allow us to put down the laminate without any reason whatsoever.

Thanks for the reply.
They have said we can replace the carpet with carpet, but it would cost a lot more and would only be for the LL's benefit because it would be properly fitted where as the one they expect our baby to live with is not. Oh BTW, the underlay is the same brown paper you'd use to send a parcel and the carpet was - no joke - nailed down. This is just an indicator of the landlord's incompetence in DIY.
