I moved into a new property (privately renting) about a month ago and have found the people that live above us to be pretty noisy - their TV was ridiculously loud, and they always seem to be walking round the flat (loudly), slamming cupboards, etc - goodness knows what they're up to up there. I knocked at their door and explained how noisy they were, and luckily they were understanding and agreed to turn the TV down and try to be quieter. However, they still seem to be walking round the flat noisily, there is frequently heavy thumps as if something is being dropped, cupboard doors are slammed, etc.
What can I do now? I'm renting the property form a landlord, should I let them know, and what will they be required to do by law. I'm sure the people above are trying to be considerate, but it must be difficult as they have laminated wooden flooring (think they own the property). The flats were only built in the 90's and as such I would expect them to to be better insulated: It sounds as if there is no insulation what-so-ever. Would the Managing Agent of the block be responsible for insulating if found to be no insulation?
Any help/advice much appreciated.
P.S. I've checked out my local council's noise nuisance team and they don't deal with this sort of noise pollution - they only deal with loud music, road works, traffic, DIY noise type problems.
