Hi community. Can you use tile underfloor heating, under a laminate flooring if laid on a concrete sub floor?

Dont label me stupid...lol! Ive purchased wrong underfloor heating mat and wondered what the difference between heating mats really is. (I no, I no...) To be honest, they look more or less the same and I have, in fact, unsed the Thermonet mat b4 which is universal...... please advise
