Do I need to seal my concrete sub-floor?

Laminate Floors - affordable alternative to the hard wood flooring.

I live in a 3 year old, ground-floor, one bed flat. It began developing mould a couple of years ago. It caused my carpet to smell very musty. I'm getting rid of the carpet and installing Quickstep laminate with damp proof membrane underlay. A surveyor recently confirmed that the mould was due to excess condensation and lack of ventilation. He suggested passive vents and a 'daisy combi' to cure the problem. He also tested my concrete subfloor which showed no signs of damp, however he recommend sealing the concrete. What I don't understand is if theres no sign of moisture in the concrete why bother sealing it. I'd like to get on with installing the laminate. Any answers please?
